Israel's Voluntary Emigration Bureau in the Defense Ministry referred the firm to the IDF to help coordinate the departures. Passengers were told to take only a small bag, cash and phone, and were not told the destination. Flight costs escalated dramatically suggesting the shadowy firm's intentions are less humanitarian and more of a blood merchant.
